Green Prawns with Chinese Noodles

1 pound fresh Chinese wheat noodles (a little thicker than spaghetti)
1 tablespoon finely chopped fresh garlic
1 tablespoon thinly sliced scallions, white and light green parts only
1 tablespoon unseasoned rice wine
1 teaspoon coarse salt
1 teaspoon fresh ginger, peeled and finely chopped
1 teaspoon toasted sesame oil
1/2 cup vegetable oil, plus 2 tablespoons
1/2 pound fresh spinach, washed and soaking in a bowl of water
1/2 red bell pepper, seeded and ribs removed, cut into 1 inch pieces
1/4 green chile pepper, such as jalapeno, roughly chopped
1/4 pound cashews
2 tablespoons cornstarch
2 tablespoons low sodium chicken stock, canned
2 tablespoons potato starch
